It would be just above if the Hispanics were not included.  The rates are

2.9  Hispanic
2.0  Non-Hispanic black
1.8  Non-Hispanic white
1.9  Asian, Pacific Islander
1.7  Native Americans

With ZPG the population growth of the US is due to its high immigration
rate (both legal and illegal), the aging of the baby boomers, and the
increase in life expectancy.
